Office 97 Pro Access will not open running on Windows 2000 proSP4

I have Office 97 Pro running on Windows 2000 Pro Service Pack 4.

All office applications open except access. Error message you do not have
enough licences on this machine. Its a standalone machine and office 97 pro
is fully licenced.

Access is needed on this machine to use databases.

Why do the other component of office 97 pro open but access does not
