System.Mdw file already in use

I have Access 97 installed on Windows Server 2003 Enterprise Edition.
When I have one user in Access97 it works ok.
When a second user tries to execute Access it gives them
C:\windows\system32\system.mdw file already in use.
If the original user exits Access the second user is able to work ok.
How am I able to get multiple users to be in Access at the same time?
I would also like to have multiple users in the same database at the same
time.

You provide each user with their own copy of Access.

That is not a problem if each user has their own copy of Access; although
you have to learna bout splitting the database into front-end and back-end
