I inherited a database that someone set a startup password on. Unfortunately
no one knows teh password. It appears to be the password that you can set
via the startup options versus something done in code.
How can I bypass this security in order to view the database?

The best way would be to revert to the backup that you saved before you put
the passworded database into production in a multiuser environment -- you,
or the responsible party, _did_ do that, didn't you? If not, learn from that
omission and create a backup arrangement.
There are many third-party "password recovery software" packages that can
break the overall database password. Some ARE free, but most are in the
US$40 and under range. Google for them, and you will be able to select from
several. Be sure to read carefully; most are Access-version-specific.
