I take it you get a completely blank window - just completely white under
the title bar?
I've run into that, but only on computers that have or had Access 2007
installed.
If that's not a factor, does it make any difference if you go to:
Tools | Options | General | Service Options | Online Content
and change the setting for:
Show content and links for Microsoft Office Online
?

I'm not sure what to suggest, other than talking directly to Microsoft about
this.
Not sure if running the Office install program again may help.
If anyone else has a suggestion, it would be welcome.
