ControlTip text not appearing

I have developed this database completely in Access 2003.

The ControlTip texts I have placed for various controls is not appearing.

This worked in previous version of Access.  Is there a setting somewhere
that is preventing these from appearing?

Make sure there is nothing that Access thinks is in front of the
controls.  Most often when the control tips aren't appearing, the
designer has placed a box on the form, apparently surrounding the
controls, but (as far as Access is concerned) actually in front of them.
If you have such a box, select it and then click menu item Format ->
Send to Back.  Or else select the controls whose tooltips aren't showing
and click Format -> Send to Front.

If that doesn't work, let us know.

Apparently, this "feature" is not across all platforms.  The tips do not
appear when running the database on my machine.  However, when I run the
database from a brand new machine, they appear.  Both machines are running XP
Pro SP2.  Both running Office 2003 SP1.  Something has to be set differently
on my machine.  The only thing I can think of was with regard to macro
security...
