API call for the "Format 3 1/2 floppy" window

A lot of what we do here requires a lot of 3 1/2 floppies.  It would be nice
if they could format a floppy disk in our software instaed of using windows
explorer.

Does anyone have the API call and code need to use the windows "format"
window.
windows explorer-->right click on A:\    
Select format

This is the window I would like to use.  mostly because they have used it so
much.
