Do I need developer version to build package?

I am using MS-Access 2002 sp-2 standard version. Now I need to create
package of my application. Do I need developer version? Can I buy only
access developer or do I have to buy office developer version?

You can make an MDE version of your database and distribute it to any one
that is running Access 2000/XP/2003.  To make a real install CD that will
install your database on any eligible CPU, (that is, a runtime version that
does NOT need a preinstalled version of Access on each CPU) you need
Studio.Net.  It contains the Access runtime and install routines.
