Message regarding Jet Service Pack and "Unsafe Expressions"

I am new to this product but have converted an Access 2002 mdb to an
Access2003.  

When I open the .mdb on my converted project, I receive a message that
"Unsafe expressions are not blocked.  Do I want to proceed".  Next I get a
Message that says: "Microsoft Jet 4.0 Service Pack 8 or later must be
installed to block unsafe expressions without affecting common functionality."

Now I have downloaded and installed the latest windows update and sp2 as
well as this update and now receive the message that it's already there but
continue to receive this message.

I am running on a Dell XPS with Windows XP Pro.  I also have Visual
Studio.net Professional installed.

Most likely, your old database has macro objects and the Access 2003
security level is set to high.  Reset the macro security level to something
lower. "Tools -Macro - Security"
