I am not getting "References" in tools menu

I have ms access 2003 installed in my system.
"references" option not available in "Tools" menu.
I want whether it wont available with default ms access which we get
while installing OS.

Did you switch to the VBA window (Control-G) or open a VBA module?  The
references item is in the VBA editor not in the Access database window.
