As far as I know, you will need to use Access 2003 or 2002 to save an Access
2002-2003 file format back to Access 2000. Interestingly, both Access 2002
and 2003, by default, save databases in Access 2000 file format, so to get a
database in 2002-2003 format, someone had to change the Options.
If the database uses no features of Access 2002-2003 that are not supported
by Access 2000, it is a very easy conversion, and it is likely that a
data-tables-only database does not use any unique features of Access
2002-2003. If you know a colleague or friend who has Access 2002 or 2003,
perhaps they could do the conversion for you.
I have not heard of an upsizer that specifically targets SQL Express. I
believe an upsizer targeting SQL Server 2005 is either in beta or has
recently been released, however.
