Multi User Environment

I need to create a tracking system for my department which has 5-7 users.
I would like to know if access has the facility for multi editing (editing
by different users at the same time on the same table but inputing or
updating different records). Also can I have a front-end like page created
from MS access using forms

The classic tried and tested setup is to have a split database app with each
user having their own front end and users manipulating data using forms.

Search the help for "split database".

MS Access is multi-user out of the box just as you have described.
EXCEPT that you need to provide a data entry form for your users so
that they aren't required to get into the tables.

That form may be the "front-end like page" you asked about.

Yes - Access would be ideal for this.  However, if you need to ask whether
or not it is suitable, then you probably don't have the skills and
experience necessary to build it yourself.  Most developers who do this for
a living would look back at the applications they created in the first year
or two and realise the limitations of these creations.  So if you are
starting from scratch you may need a bit of help along the way.
