 I was wondering in getting started with access, if I even should.

According to the phpbb install instruction, Access only support 2
users at the same time.  

Is that true?

Here is what the install instructions say:
"Please note that MS Access support is not designed for busy boards.
If you anticipate more than one or two users being online at any given
time you should upgrade to a more robust server solution."

Access itself is capable of supporting many more than two users. The
theoretical maximum 255, and a well-designed set-up can support dozens
of users browsing a database or a handful doing intensive data entry.

From the phrasing of the passage you quote in your message, however, the
problem is not with Access itself but with phpbb's "Access support".
It's quite possible that this was implemented in a way that provides
poor performance with multiple users.
