send forms and download results

Im tryin to send excel forms to individuals and then collect them, download
and merge the results into my database
What is the basic concept with this procedure?

I'm not sure what you're asking, but if you let your users give you their
input in Excel, you're making your life harder.  Suppose you want to collect
a number for something, but your user enters "N/A" or "about 20", or
"somewhere between 24 and 30".   This is all fine in Excel, but very
difficult to parse in Access.

If your users are all on the local network, give them a networked database
to put their answers into; if they're not, Access/Excel may not be the best
tool for this project.  Consider something web-based.
