Why does ActiveSync offset by one hour?

When I sync Windows Mobile 2003 Second Edition v 4.21.1088 with Microsoft
Outlook 2002 appointments are shifted one hour forward on the Mobile divice.  
This also happens to the Outlook 2002 on the laptop if options are set to
update the laptop from the mobile device.

What do I do?

This is not an OUTLOOK or ACTIVE SYNCH newsgroup.  This is an ACCESS
newsgroup.  Since your post does not mention Microsoft Access databases, you
are in the wrong newsgroup.
