I think you mean "Personnel", as in managing people (tracking work
hours/tasks, vacation/sick days etc.).  If so, there are many commercial
programs for that task.  If you want to try building your own with Access,
then many here will offer help, but I don't think that anyone will simply
give away a complete project.
