Since you don't tell us from where you are trying to download clip art, we
could not answer your question even if this was the correct newsgroup.

I'd suggest trying to download whatever you are looking at.  If it does not
prompt you to enter a method of payment (credit card, pay pal, etc.) then I
would have to guess that it is free.
