.tlb File Not Registering

Using Installer2Go to install an Access2003 db on a computer I get an  
error telling me that msado25.tlb failed to register. Does this file load  
automatically when I install the Access runtime. I have it loading and  
self registering through the installer so I thought that may cause a  
conflict if it was loaded and referenced automatically when the runtime  
was installed.

The only supported method is to distribute the complete MDAC package,
redistribution of individual components is not supported ...
