form text box filter issue

I have a text box on a form in a 2007 database that does not behave as
expected when filtering by form.  Only the choices Is Null and Is Not Null
are available to me, rather than the entire list of values, despite the fact
that there are fewer records than the 10,000 record limit set in Access
Options for list display.  Is there some other control on this behavior?

I'm surprised that nobody has responded yet with a suggestion as to what is
causing this problem.  I know it's not a particularly intriguing topic, but I
do hope to get it resolved.  Has anybody else seen this?
