A menu form which is sometimes called a switchboard can be set to open as
the database opens by setting it in the Startup properties.

Tools >>> Startup >>> Display Form/Page:

Click the Office orb at the top left of the window>click on Access Options
at the lower bottom right>click on Current Database in the left panel>in the
list on the right you should see Display form>browse to the form you want to
use when you database opens (your switchboard) and select it so that it
displays in the window>Click OK>close the database and reopen it.  The form
you selected should automatically be displayed when the DB opens again

Clarification:

The window next to the "Display from" is a dropdown list where your form
should be listed to select from the list. Do not use the Browse button above
it, which is for a different fucntion.
