Access doesn't work

I can not open any file (mdb, mde) ina access 2003.

When I try to open an access file (mdb, mde) shows the following message:
Workgroup Administrator couldn’t create the workgroup information file. Make
sure that you have specified a valid path and file name, that you have
adequate permissions to create the file, and that you have enough space disk
on the destination drive. (-3100).

I tried to open the northwin file, the erros is the same.

I remove the office and I installed it back the problem still existing.

What can I do?

Never heard of that before. Try inporting your database into a newly created
one. Usually that does the trick.

I just created a new data base, I imported objects, repair, compact and the
problem still exist and is not with a file, is with all files (mdb, mde,
adp), inclusive the nortwind file.

Please see my suggestion, I do not think it is the .mdb's or ,mde's

When I read the article kb/317708 I thought, I found the solution.
I followed the instructions but still wrong. I don’t know what’s happen.
Probably in the computer there is another dll corrupted. Where? How can I
discover??

Do you have other suggestion?
