Putting Controls On Top Of An Image

Hi all,
I have an image in a form and want to have controls that show "On Top" of the
Image and am not sure where or what property (or what ever) I need to set to
allow this, currently the image is always "On Top". I know this can be done
just not seeing what seeting to set. Any help would be appreciated.

Format>>>Send To Front/Send To Back
