How do I disable the ability to mouse scroll between form records

I've created a form database for multiple users. I removed the record scroll
function on the database form however users can still scroll between records
using the mouse scroll bar. Can the mouse scroll bar be disabled as well?

I've thought that superglue was effective, but it really makes some users
angry. You can also use Stephen Lebans code:
