Using the mouse to scroll up and down a page

When I use the scroller on the mouse when I have a form open it moves to the
next record.  I have figured out how to turn that off, but I would like to
scroll up or down the form with the scroller on the mouse.  How do I do this?

I'm not sure about all mouse types and models.  However on my Microsoft mouse
I can hold down the scroller wheel and the mouse pointer on the screen
changes to four arrows pointed outward from a center point and is surrounded
by a circle.  Then I can move the mouse up and down or left and right and the
form scrolls in each direction.
