VB Code to allow access to StartUp once removed

I'd like to add code to a button on a passworded form that would open the
'tools' once I have unchecked "Allow full Menus". This way I can remove
access for everyone except from a passworded form I'm using as a menu.  Any
suggestions.

Unless you are using the Developers Edition and providing you own built
menus, don't do it.You would be taking away common navigation that all
windows based application need.
