When I use the access 2003 Linked table manager it is empty.
See whether http://support.microsoft.com/?id=835519 helps.

I have the same problem with an empty Linked Table manager after upgrading to
Access 2003. I tried the steps in article
http://support.microsoft.com/?id=835519 as suggested by Doug Steele. I
registered ACCWIZ.DLL as indicated. It still does not work.

If reregistering the dll doesn't work, then change the following registry
key
HKey_Classes_Root\TypeLib\{5B87B6F0-17C8-11D0-AD41-00A0C90DC8D9}\8.0\0\win32
\(Default)
It needs to have the correct path to
C:\Program Files\Microsoft Office\OFFICE11\ACCWIZ.DLL
