Can I import into Access a .txt file with approx 900,000
records (rows) into Access.

The File Size is 210 MB (220,216,158 bytes)

This text file was so large it would not open. So I was
unable to look at the data contained in the file.

Should be able to do that, so long as there are not more than 255 fields in
each record.
