I can find no reference to an error message in Microsoft office stating
that "required translators" are "not available": what are the exact
words of the message you are getting, and what is the error number?
Also, you need to be clearer about what you mean by "import or export
data from any application in Office 2003"? The various applications have
different concepts of "data" and therefore of importing and exporting.
Please describe some of the scenarios you have tried, with exactly what
you do and what happens.

I'm wondering, John, if this is a case of needing to re-register ACCWIZ.DLL,
and/or re-register Msexcl40.dll, Msexch40.dll, Msltus40.dll, Mspbde40.dll,
Mstext40.dll and Msxbde40.dll

I was similarly afflicted just last night and found that at least some of those files were not within my windows directory wich was
resolved by control panel > add remove programs > ms office 2003 > repair, which fixed it for me.
