Developer version of Office 2003?

Well, I suppose it is too much to expect Microsoft to make it obvious
to someone who has been buying the dev ver of office since it first
appeared, exactly where to get it in the new "system". So I have to
ask the general public, regular human beings, who actually have to use
the products. Thanks to anyone who can assist with this:

I would like to read about any Office 2003 developer version that
exists. The one that has the redistributable version of Access, ie the
runtime, etc. I've seen reference here (thread: "distribution of
Access files") to "Visual Studio for Office (included Access Developer
Extensions)". That sounds about right. However, the only thing I can
find on the MS site like that is the

Visual Studio Tools for Microsoft Office System

The exceedingly sparse literature Bill provides about that is
specifically about coding VS stuff for Excel and Word, which I
couldn't care less about. There is no mention of Access at all. So,
did they just not bother to mention Access, the runtime, etc? That
would make sense, since Access is a 20th tier product for Microsoft,
and which gets about 2 watts worth of development effort in each
iteration. Or is there some other product that has what I want.

Thanks to any peer who supplies an answer. And to Microsoft, once
more, incredibly good job you're doing! Wow!
