Problems loading Access 2003 upgrade

Has anyone had problems loading Access 2003 upgrade?
I keep getting an "Error 1608" which states that I do not have Office XP
loaded.  This is silly, as we have Office 2003 loaded and yet the program
will not recognize the load.

Anyone else have this glitch?

Office 2003 does not qualify for the Access Upgrade.

So if one has Microsoft Office 2003 Small Business Addition installed, one
cannot buy an upgrade version of Microsoft Access?  The only choice is to
purchase the full edition?  That absolutely makes no sense whatsoever.  Is
there anyway to get around this?  I've already purchased the upgrade version
of MS Access 2003 and opened the package (expecting to be able to install
it...).

The Student-Teacher edition of Office doesn't qualify for any upgrades, not
even of Student-Teacher edition. That's why it's so cheap.

True students can qualify for Academic Pricing. See, for example,
http://www.microsoft.com/Education/USAcademicPricing.mspx (I believe there
are similar programs in most countries)
