Ok, I thought I was specific, but obviously not.. I know you can get SR-1 as a download that patches Office 2K but as I said one cannot get the SR-1 patch for the Developer tools. Here is one of the links (last) that you sent me ... as you said, it is NOT MOD SR-1 The other two links are also for non-MOD SR's ( 1 and 3).
I have found several people on E-Bay with 2K Dev, but they are unopened packages and they have no way to tell (that they or I know) if the discs contain MOD SR-1. They have found that some of them are version 1.5 - but I already have V1.5 and it does not include MOD SR-1. Note that the following link that you sent hinted that later releases of 2k Dev would include the MOD SR-1 update but they would still call it V1.5 <sigh>.
I am now thinking of getting 2003 Dev but as I understand it it will only work on XP - true? I am concerned that my target audience may have a lot of older systems with 98 etc.

I get a bit confused myself, though I'm still using MOD2000 etc.
SR-1 came out as separate "SR-1" CD's, one for Office Premium and one for Developer. They are marked SR-1 and require the original un-SP'd CD's be installed first. AFAIK (also with MOD-XP even at the end of it's life) any package you bought was un-SP'd and you had to go to the trouble to get the SP's. I LOVE MS for that! (I made a fuss but they didn't know what I was on about)
My ART2kmin appears to be SR-1, but I no longer remember where I got it. Oh here it is...folder AccessRT/min on the Developer SR-1 Patch CD.
