Access XP package deployment problem

I have created an Access application with Access AP and packaged with the
runtime files.  When trying to install the package on a machine running XP
home SP2 - I get the following error message in the setup program.

"The Office System Pack cannot be installed on this system because it
requires Window NT 4.0 Service Pack 6 or later".  As I have mentioned the
system I am trying to install to is a XP home (not NT 4.0) system.  I have
tried several known good packages on the same system with the same error.  
Any help you could offer would be appreciated.
