Access 2003 runtime distribution

I want to distribute a royalty free Access application but can't find the
Packaging Wizard.  I keep reading that the ADE are included in Visual Studio
Tools for Office.  But I can't find where.  I have Office 2003 Pro, VS tools
for Office 2003 and VB.NET 2003.  Can anyone point me in the right direction?

If you have VSTO via the retail product, you should have the ADE on a
separate disc.

If you have VSTO via a MSDN subscription, you don't have it unless it's MSDN
Universal. (i.e., ADE doesn't automatically come with VSTO in MSDN's world)
