Access 2003 Runtime Packaging Wizard

Hi - I am tring to create an Access 2003 runtime version but I cannot get to
the Packaging Wizard on my computer. I have installed Visual Studio .Net. I
thought that included the Packaging Wizard. Am I wrong? Thanks.

Start menu, Programs, Microsoft Office, Microsoft Access 2003 Developers
Extensions, Package Wizard.
