Well, its been 3 months and I haven't seen any recent postings that indicate
a fix for this problem. I thought I'd have some luck with kb931361 but
evidently the "compatibility mode" property is a dead end, as is the "run as
administrator". The fix for Access 2003 runtime doesn't seem to apply to
Access XP (delete the dbmsadsn.dll referrence from ospfilelist.txt). Is there
an Access XP version of this dll that should be deleted to bypass the "The
office system pack cannot be installed on this system because it requires
Windows NT 4.0 service pack 6 or later" error on Vista machines?

you're an idiot if you trust the developer tools
just use the accessrt.msi from the office 2003 professional disk
MS doesn't take Access seriously; I give you permission to just use the
AccessRt.MSI instead of paying yet another grand for yet another crappy
installer
