Take a look at this page: http://tinyurl.com/w26yf
In addition to what you will read, I can tell you that in my case the procedure
didn't find the BASE.MSI file, so I solved copying it from ADE installation
folder to the folder where the wizard would like to find it.

Thanx for the response PBsoft - I was using that very article from MSDN as
my guide; I even printed out all 11 pages and have it spread before me. It
says you need 4 files to cache the language file; Base.msi - AccessRT.msi -
AccessRT.cab - Setup.exe. I did a search (hidden files too) and only the
Base.msi file is on my computer in the C:\ProgramFiles\Microsoft
Office\ADE11\Templates. What did you mean when you said to copy them to
where the wizard wants them; Where is that?? When I Installed Access 2003
originally I did the default installation (nothing special) and the same
with 'Visual Studio 2005 Tools for office Development' and the Access
Developer Extensions. I would think that the files they say they require
would be present in one of those folders. Can anyone tell me where to get
those files and why they're not there in the first place?? Maybe a basic
explanation of why and what is meant by caching the language files; I would
appreciate the lesson. Thank you very much,
