problem with access 2000 runtime

i have a database which uses access and users without office who are running
my office application for access. since they don't have office i've
distributed the access 2000 (art2kmin) runtime. everything has worked fine
for them and the switchboard application i created has no problems except for
one new user!
when trying o open the mdb. file instead of the startup opening the
switchboard he gets the following - Execution of this application has stopped
due to a run-time error. The application can't continue and will be shut
down.
he can open up other mdb files without a problem, but not the one wth the
switchboard application he needs to run. please help if you can. thanks
!!!!

Does your switchboard have a tab strip, common control, or other ActiveX
reference on it?  If so, this user's version of MSCOMCTL.OCX in the
Windows\System32 folder may be different than what your deployment
anticipates.  This can be a pernicious problem to resolve.

Our experience is that other applications such as Norton Anti-Virus may
install their own version of this file.  When your application makes a call
to this ActiveX control, it can cause your app to crash.

One way to resolve this is to uninstall and reinstall your application that
includes and registers this ActiveX file.  Be sure that they disable their
Anti-virus before your install.  Otherwise, the file may be open and will
not be replaced.

If they get a message that during your install that "A file being copied is
not newer..." answer <No> to replace their copy with yours.
