Why

Now this is a stupid question, but I don't understand so I must ask.

What is the point in trying to convert an application when you can take say
an ms access 2003 new db and export all objects from say ms access 2000 over
to 2003 and now you have 2003?

Explain why this does not complete the process?

The end result of the two should be the same. What difference are you
seeing?

The security settings are handled differently by
the file import wizard and the file conversion wizard.

There are a few things that can't be imported/exported, custom database
properties and startup settings, for example.
