Converting Access 97 to Access 2003

The normal instructions for converting Access 97 are to
Access 2000 or 2002-2003. On conversion (it automatically
converted to 2000) I am unable to update in 2003 and find
no easy or defined way to convert to 2003. Why? and How do
I now convert to Access 2003?
