license required

Good morning,

Access 2003 & XP Pro.

We are starting to work on a project that requires the following ActiveX
Controls.
Communications Control v6 (MSCOMM32.OCX )
Common Diaglog Control v6 (COMDLG32.OCX)

When we try to Insert -> ActiveX Control -> Control Name
I get the message: "You don't have the license required to use this ActiveX
control"

Any ideas or solutions ???

In order to insert these controls into form - you have office developer
installed, which install license for this operation
