As far as Picformat32.ocx and Picformat32.dll go, they were both written by
Edward Grubb III back in 2000.
Picformat32.ocx was written in VB 6.0 and Picformat32.dll was written in
Delphi 5.0.
They are still available for download at

%2Ecom%2Fcode%2FPicFormat32a%2Ezip&theID=2679.
The trouble is that it is very hard to say if either one will work in
Access.
As the download is free, you can always get it do some experimenting.
