ActiveX SDK - signcode.exe

Perhaps this is Off Topic here but I didn't find any *good*, relevant groups
so I thought I'd give it a shot.
Does anyone know where I can download the ActiveX SDK, or if this is
defunct, whatever has taken over for it? My installation script (Wise) is
telling me that if 'Could not run SignCode.exe. Please make sure that the
ActiveX SDK is installed on this computer and that SignCode.exe is located
in the Windows directory.'
Could anyone help me out with this or direct me to the correct newsgroup?

You may do better if you were to post this question on:

   microsoft.public.activex

Currently, you have posted your question to a newsgroup specific to
Microsoft Access databases.
